All current parish councillor's terms of office will end on the 9th of May 2023. An election is being held on the 4th of May 2023 to elect new members who will also come into office on the same day, the 9th of May.

Anyone can stand to be elected that qualifies under the criteria. All candidates wishing to stand must complete their nomination papers and deliver them by hand to Cotswold District Council offices in Cirencester between the dates of 20th March and up to 4 p.m. on 4th April 2023.

IMPORTANT - Nomination papers will not be accepted after 4 p.m. on 4th April.

It is your responsibility to ensure you are qualified to stand as a candidate.

Nomination packs can be found on the Cotswold District Council's website or follow the link above. Please note that your proposer and seconder can be friends and relatives but must be listed on the register for the area you are standing in. All forms must have wet signatures, not electronic formats. Parish councils must fill in forms a, b & c.

There are 650 seats up for election on the 4th of May.

Upon closing of nominations at 4 p.m. 4th April, a statement of nominations received will be announced on the 5th of April and whether or not the seats are contested or uncontested.

If the seats are uncontested there will be no election charge to the parish, if contested 50 % of the election costs will be charged.

The parish count will take place at Cirencester sports centre on the 5th of May from 11 a.m. onwards.

PURDAH – An introduction

The term ‘purdah’ has come into popular use across local governments to describe the period of time immediately before elections.

Below are some FAQs that will help your council in the run-up to the May 2021 elections.

Q: When do the restrictions apply?

A: The restrictions apply six weeks before an election and up to and including the day of the election.

Q: Can Councillors talk to the press and media during this period?

A: Of course, individual Councillors can generate their own publicity during this period but should not use council events to publicise their election campaign.

Q: Can Councillors attend events organised by other organisations?

A: Councillors can attend events but must not use them to publicise their election campaign.

Q: What happens to Council business during this period?

A: Decision-making will continue as usual, made as a ‘Corporate Body’. Decisions can be publicised as per normal.

Q: What are the rules for council staff?

A: Council staff must always be careful not to give the impression of supporting any political party or candidate.

Q: What about posters and leaflets?

A: No election materials, political posters or leaflets must be displayed on any Council premises or property including noticeboards. No Councillor is allowed to circulate any such materials before, during, or after, any meeting of the Council during this period.

Q: What happens to council newsletters?

A: They can be circulated as normal provided it is purely about local issues and remains a-political.
